I. BACKGROUND

In 1992, plaintiff BellSouth Telecommunications, Inc. (“BellSouth”) introduced a new “Nil” service in the state of Florida. The Nil service is a three-digit local dialing arrangement available in specified areas for the delivery of general information over the telephone.
