NEBEKER, Associate Judge:

Appellee, Russell L. Holderbaum, Jr., was employed by the Metropolitan Police Department from July 1,1968, until December 23, 1977. He was dismissed from the force following a hearing before the Metropolitan Police Department Trial Board (hereinafter Board) on April 4, 1977. Appellee was charged with indecently assaulting and exposing himself to two young girls, L.J. and S.B., ages four and five, respectively.
