Appellants Leon Sloan, Sr. and Jimmie Lee Furby were partners and owners of J&L Renovation Company (“J&L”), a small demolition contracting company specializing in interior demolition. On August 18, 1995, they received a notice from the United States Department of Housing and Urban Development (“HUD”) that the agency was seeking debarment of Sloan, Furby, and J&L from government contracting for a period of five years based upon allegations of improper clean-up and disposal of waste at a public housing…
