Molly D’Errico (Petitioner) appeals from an order of the Workers’ Compensation Appeal Board (Board) that reversed a decision of a Workers’ Compensation Judge (WCJ) to award Petitioner benefits for a psychological injury suffered while work*163ing for the City of Philadelphia (Employer) and that denied counsel fees to Petitioner.
