CUDAHY, Circuit Judge.
Edward Overton brought a claim against the United States Environmental Protection Agency (EPA) under sections 501 and 504 of the Rehabilitation Act of 1973, 29 U.S.C. §§ 791 & 794 et seq. (1988). Over-ton claims that the EPA fired him because of his handicap. The district court granted summary judgment for the EPA, and we reverse.
