SELYA, Circuit Judge.

This suit questions the validity of a regulation promulgated by the Secretary of Agriculture in connection with his management of the Pood Stamp Act, 7 U.S.C. §§ 2011-2025 (1988) (the Act). Answering the question requires us to explore the frontiers of Chevron deference. See Chevron, U.S.A. Inc. v. Natural Resources Defense Council, Inc., 467 U.S. 837, 104 S.Ct. 2778, 81 L.Ed.2d 694 (1984).
