MEMORANDUM OPINION AND ORDER
SCHROEDER, District Judge.
Plaintiffs Nicole and Anthony Pettiford, husband and wife (“Plaintiffs”), seek civil damages based on alleged misconduct arising from an investigation by the Greensboro Police Department (“GSO PD”), which is operated and governed by Defendant, City of Greensboro (the “City”). (Doc. 12.)
