Before this court is an appeal by Molly K. Nace (“Nace”) from the decision of the New Cumberland Zoning Hearing Board (“the Board”) that revoked a zoning permit issued by the Borough of New Cumberland, Cumberland County, Pennsylvania (“the Borough”) in connection with the conversion of an existing detached garage into an efficiency apartment (“the Conversion”).1 At issue is whether Nace acquired a vested right in the use of her property and should have her zoning permit reinstated.
