These actions are brought to test the validity of ch. 424 of the Laws of 1923, being sec. 4444/ of the Statutes. The law in question is set out in full in the margin.1 It is claimed that the law is not a valid exercise of the police power and that it takes private property without just compensation, contrary to the provisions of the state and federal constitutions.
