Chicago police officer Anthony Rotkvich arrested Lionel White for drug offenses, and White spént the next 16 months detained at Cook County Jail before being tried and acquitted of the charges against him. White then filed this suit against Rotkvich and the City of Chicago under 42 U.S.C. § 1983 and Illinois law. Doc. l..The court dismissed the complaint .under Federal Rule of Civil Procedure 12(b)(6),- but allowed White to file an amended complaint. Doc. 21.
