The issues before the court in this case are (1) whether an Illinois citizen can avoid testifying before the Illinois Commerce Commission as to the Arab boycott simply because he is a honorary consul for Lebanon and (2) whether even if he is not immune from giving testimony, the Illinois court is powerless to enforce the subpoena because section 1351 of title 28 of the United States Code provides that the Federal district court has exclusive jurisdiction of all actions and proceedings against consuls.
