The city of Hampton, Virginia, pursuant to authority vested in it by chapter 387 of the Acts of the General Assembly of Virginia of 1934, passed an ordinance on the 25th of April, 1935, providing, among other things, for the levy of a tax on fire insurance companies for the benefit of what is designated as a “firemen’s relief fund”, and for assessing- and collecting the tax, and for the election of trustees for the administration of said fund, including the method of its payment to the designated beneficiaries.
