This action / proceeding is yet the latest in a long series of lawsuits involving challenges to the method by which the *580Board of Trustees (hereinafter the Board) of respondent Hyde Park Fire and Water District (hereinafter the District) has assessed taxes for the construction of a new water treatment facility.
