This appeal invites us to interpret and apply the Tenants’ Opportunity to Purchase Act (TOPA), 1 which authorizes an organization of tenants, under prescribed conditions, to purchase their building even though another party, such as a land developer, had already contracted to do so. In this case, a developer, appellant William J. Davis, Inc. (Davis), seeks reversal of the trial court’s order granting summary judgment in favor of the appellee, Tuxedo Tenants Association, Inc.
