OPINION

McKEAGUE, Circuit Judge.

Southern Rehabilitation Group, P.L.L.C. and Dr. James Little brought this civil action to recover interest payments on Medicare claims voluntarily paid by the Secretary of the Department of Health and Human Services. On remand following an initial appeal, the district court held that the plaintiffs were not entitled to interest on the claims because the claims were not “clean” as required by the provision of the Medicare Act that authorizes interest payments.
