Rabbi Joseph Konikov (“Plaintiff’) has sued Orange County, Florida (“the County”) and several members of the County’s Code Enforcement Board (“the Individual Defendants”), alleging that his right to practice his religion has been violated by the County’s enforcement of its land use code.
