This post-award protest comes before the court on cross-motions for judgment on the administrative record. Plaintiff, Mangi Environmental Group, Inc. (Mangi), contests the decision of the United States Department of Agriculture, Forest Service (Forest Service), to award a contract to Statistical Research, Inc. (SRI) to provide administrative services and to act as a Volunteer Clearinghouse for the Passport in Time (PIT) program.
