FINDINGS OF FACT
1. This action is brought by the plaintiff, Cameron Smith, by and through his next friend, his father, E. J. Smith, against the United States of America pursuant to the provisions of the Federal Tort Claims Act, Title 28, United States Code, Sections 2671 et seq. and 1346(b).
