Plaintiff, James Foxworthy (“Foxwor-thy”), filed this action under 42 U.S.C. § 1983 against Karl Buetow (“Buetow”), individually and as a member of the West Central Conservancy District Board of Directors’, and West Central Conservancy District (“WCCD”) (collectively, “Defendants”). 1 Foxworthy also filed a claim against Defendants for defamation.
