MARVEL, Vice Chancellor.
The original plaintiffs in this consolidated action sue as a class on behalf of all of the citizens of the State of Delaware. They seek injunctive relief against the proposed conveyance to an executive department of the United States, namely the Department of Housing and Urban Development, of State held lands.
