By ordinance approved July 6,1883, the City of Philadelphia set apart a portion of the almshouse property in West Philadelphia “for the purpose of being improved for the health and public welfare of the citizens of Philadelphia.” June 15,1894, an ordinance was adopted “for the creation of a board of trustees for establishing public museums and placing in its custody certain educational and economic collections belonging to the city.” Section 1 of the latter ordinance provided that the trustees should be composed of the mayor of Philadelphia, president of the board…
