Michael V. Pellicano, proceeding pro se, appeals the dismissal of a complaint that he brought against his health insurance carrier and the Office of Personal Management (“OPM”). We will affirm the judgment of the District Court.
Pellicano is a retired federal employee who became disabled after a spinal cord injury. At the time, he had health insurance through the Blue Cross Blue Shield Service Benefit Plan, which is administered by local Blue Cross Blue Shield companies (“Blue Cross”).
