MEMORANDUM AND ORDER
BESOSA, District Judge.
Before the Court is defendants’ motion to reconsider the Court’s Opinion and Order, (Docket No. 24), that granted in part and denied in part defendants’ motion to dismiss. (Docket No. 32.) For the reasons discussed below, defendants’ motion is GRANTED in part and DENIED in part.
BACKGROUND
The Commonwealth of Puerto Rico created the Employment Opportunities Development Fund (the “Law 52 fund”) to help combat unemployment in its various municipalities. (Docket No. 9 at ¶ 9.) The Secretary of Labor disburses these funds “in a manner that promotes jobs,”…
