MEMORANDUM OPINION
ROBERT C. McGUIRE, Bankruptcy Judge.
This opinion involves a ruling on a motion to dismiss a Chapter 9 bankruptcy filed by the Town of Westlake, Texas (“Westlake”) or (“Debtor”). This is a core proceeding as defined in 28 U.S.C. § 157(b)(2)(A) and (0). Following are the Court’s findings of fact and conclusions of law pursuant to Bankruptcy Rules 9014 and 7052 with respect to the hearing that occurred July 11, 1997, with final arguments July 16, 1997.
