¶ 1. This case arises out of a suit by Windsor School District (Windsor) against the State of Vermont and the Vermont Department of Corrections (DOC) to recover expenses related to the environmental cleanup of district property formerly owned by the State. The trial court concluded that Windsor was entitled to be reimbursed for consultant’s and attorney’s fees incurred in connection with the investigation and remediation of the site.
