¶ 1. This is an unusual dispute that arose from the failure of plaintiff Kathleen Langlois, owner of a building with commercial space on the first floor and an apartment on the second floor, to pay her water bill for the property to defendant Town of Proctor, and from the Town’s alleged failure to turn the water off pursuant to the parties’ agreement.
