This is one in a series of cases involving petitions for attorney fees under the Administrative Procedures Act (APA). Petitioner here seeks an award as the prevailing party in our decision in Goldhammer v. AFSD, 53 Or App 322, 632 P2d 10 (1981). We find an award of an attorney fee to be appropriate.
