Reversing.

Under the provisions of chapter 112, Acts 1918, commonly known as the “Dog Law,” as amended by chapter 157, Acts 1920, now sections 68b-l to 68b-37, Kentucky Statutes, all dog licenses were issued by the county clerk, and he received therefor a fee of 15 cents for each license. At its 1930 session, the General Assembly amended the former act by providing that in addition to other duties the sheriff should issue all licenses, and he or his deputy should receive for his services a fee of 15 cents for each license issued.
