The appellant, Richard Linville, appeals from a February 28, 1996, decision of the Board of Veterans’ Appeals (Board or BVA) which denied an increased evaluation for post-traumatic stress disorder, and from *62a September 12,1996, decision of the Deputy Vice Chairman of the BVA which denied reconsideration of the February 28, 1996, BVA decision.
