MEMORANDUM AND ORDER
BELOT, District Judge.
This case comes before the court on defendants’ motion for summary judgment. (Doc. 190). Plaintiff responded, (Doc. 207), and defendants replied. (Doc. 209). Plaintiff also filed a supplemental brief. (Doc. 231).
I. Introduction
These consolidated cases 1 involve a traffic stop which occurred on the night of November 7, 1991. Defendant Stock, a Haysville Police officer, arrested plaintiff for DUI.
