FACTS

Petitioners initiated the instant lawsuit on November 1, 1974, seeking mandamus, injunctive and declaratory relief. The jurisdiction of the Court was invoked pursuant to the following statutes: Title 28 U.S.C. §§ 108, 1361, 1651, 2201, 2202, and Title 5 U.S.C. § 703.
