OPINION

In July 1996, the Ohio Civil Service Employees Association, AFSCME Local 11, AFL-CIO ("OCSEA"), filed a petition for representation election and a petition for amendment of certification with the State Employment Relations Board ("SERB"). OCSEA sought to represent employees of the State of Ohio Office of the Public Defender ("OPD") classified as Assistant Public Defender 1, 2, 3 and 4, and to add these classifications to State Bargaining Unit 14 ("Unit 14").
