Conrad S. Reber filed a petition in the Court of Common Pleas of Berks county praying for the appointment of a Board of View under the Act of June 23,1911, P. L. 1123, to assess damages to the petitioner’s premises caused by the change of grade of Penn and Sixth Avenues in West Reading.
