Plaintiffs Jamaica Ash & Rubbish Removal Co., Inc., Jet Sanitation Services Corp., and Emedio Fazzini (“Fazzini” or “Plaintiffs”), bring this § 1983 action against defendants the New York City Trade Waste Commission (“TWC”); the Chairman, Executive Director, and other members of the TWC; and the City of New York (“TWC” or “City Defendants”).
