High Country Citizens’ Alliance, Town of Crested Butte, Colorado and the Board of Commissioners of the County of Gunni-son, Colorado (collectively, Plaintiffs) appeal from the district court’s dismissal, for lack of subject matter jurisdiction, of two claims of their three-claim complaint.
