Memorandum

LEIGHTON, District Judge.

In this case, Thomas Radick, currently an inmate in the Sheridan Correctional Center, is seeking the opportunity to enforce a consent decree which a former inmate entered into with defendants. Radick asks this court to extend its jurisdiction beyond the terms of the consent decree and seeks permission to join the case as an additional party; or, in the alternative, through intervention to enforce the terms of the decree.
