MEMORANDUM OPINION AND ORDER DENYING CLASS CERTIFICATION

MORENO, District Judge.

This matter came before the Court upon Plaintiffs’ Motion for Class Action Certification on all counts of the Amended Complaint. The parties have conducted extensive discovery limited to class certification issues and fully briefed and argued the issues before the United States Magistrate, who in turn filed a Report and Recommendation pursuant to 28 U.S.C. § 636.
