On September 9, 1985, three-year-old Anthony Ruffino drowned after a car owned by Richard Hinze, his maternal grandfather, rolled into Lake Michigan from the Chicago Park District’s Montrose Harbor sailboat storage area. Anthony’s parents, Gerald and Pamela Ruffino, filed suit against the Chicago Park District (District) and Richard Hinze, alleging that their negligence was the cause of Anthony’s death. The District filed a counterclaim against Hinze alleging that his negligence was the major and proximate cause of the accident. Subsequently, the Ruffinos and Hinze entered into a settlement…
