Qn February 12, 1909, the City Council.of Augusta adopted an ordinance in -which they provided for the election of an officer to be known as the “inspector of meat and milk,” and the inspection by him of meat, milk, fish, vegetables, fruit, and other articles offered for sale for food in the city. The twelfth section was as follows: “Be it further ordained, that, on and after the passage of this ordinance, there shall be elected by the Citj' Council of Augusta, upon the nomination of the Board of Health, for a period ending the second Saturday in January, 1910, an Inspector to be known as ‘…
