FERGUSON, Circuit Judge:
The National Labor Relations Board (Board) seeks enforcement of its March 25, 1985 order requiring Hawaiian Flour Mills, Inc. (“HFM”) to bargain collectively with the International Longshoremen’s and Warehousemen’s Union Local 142 (“Union”). The Board found that HFM had committed an unfair labor practice in violation of the National Labor Relations Act (“NLRA”) §§ 8(a)(5) and (1), 29 U.S.C. § 158(a)(5) and (1).
