MEMORANDUM

LEIGHTON, Senior District Judge.

Plaintiffs bring this two-count, 42 U.S.C. § 1983 action, alleging in Count II, which names the City of Chicago as sole defendant, that one of them, John Richardson, was unlawfully detained under the purported authority of a General Order of the defendant city’s police department, in violation of his Fourth Amendment rights. He seeks compensatory damages for himself, a declaratory judgment in his favor, and others similarly situated.
