Plaintiff ExxonMobil Corporation brings this action against defendants Department of Commerce and Environmental Protection Agency under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552, as amended, and the Administrative Procedure Act (“APA”), 5 U.S.C. § 791 et seq., challenging defendants’ responses to multiple FOIA requests that plaintiff submitted.
