RULING ON PLAINTIFFS’ MOTION FOR PRELIMINARY INJUNCTION

Pending is the plaintiffs’ motion for a preliminary injunction [Doc. #459]. The plaintiffs allege that the defendants did not comply with federal Medicaid statutes and regulations and the due process requirements of the Fourteenth Amendment of the United States Constitution when the composition of a preferred drug formulary was changed on October 1, 2002.
