— On November 11, 1900, the respondent purchased what is commonly known as a "scalper’s” railway ticket from a broker in Spokane. This ticket had been issued by the Great Northern Railway Company in West Superior, Wisconsin, to one I. Norwiek, for passage to Spokane, and return. Mrs. Norwiek had used the ticket in coming to Spokane, where she sold it to a broker, who sold it to the respondent.
