This declaratory judgment action was filed by appellee, Samuel Steinfeld, as a resident and taxpayer of the City of Louisville and the County of Jefferson, and as County Attorney for the latter, against appellant, Louisville and Jefferson County Board of Health (hereinafter referred to' as the Board).
