Reversing.

By this action, H. Clyde Reeves, Commissioner of Revenue, sought a writ of mandamus requiring J. Dan Talbott, Commissioner of Finance, to approve an application for travel at tbe expense of tbe State to Milwaukee and St. Paul, Minnesota, on October 9 to 16, 1941, on official business. Tbe circuit court refused tbe writ, dismissed tbe petition and granted an appeal. Tbe appeal was perfected September 23d, and a motion made by tbe appellant to advance, docket and submit tbe case.
