STANLEY, Commissioner.
Under the terms of KRS 212.640 a city-county health department has been established by Ashland and Boyd County. It has acquired a lot 'and proposes to erect a thirty room building for use as offices, laboratories, and a “health center” or clinic for medical service to indigent persons. Funds for the cost have been appropriated or allocated by the state, county, city and the United States. S. E. Riggs and other taxpayers and owners of property in the subdivision, of which the lots upon which the building is proposed to be erected are a part, instituted this suit for a…
