This action is concerned with a government contract in the amount of $350,000,000 or more and specifically involves the offer form or “Invitation for Bid” (IFB) provided by the Defendant United States Coast Guard. In January, 1980, Defendant Coast Guard sought offers to build nine Coast Guard Cutters. It determined that offers, in order to be responsive, must remain available for acceptance by the Government for a period of at least ninety days.
