On December 15, 1999, Plaintiff Charles Lawson filed a Complaint for Declaratory Judgment, Injunctive and Other Relief (# 1). In that complaint, Plaintiff alleges various civil rights violations based on the City of Kankakee’s (the “City”) 1 enforcement of an ordinance restricting the placement of signs on the City’s property. In addition, on January 4, 2000, Plaintiff .moved for a temporary restraining order to enjoin the City from enforcing the challenged ordinance.
