MEMORANDUM

NANGLE, Senior District Judge.

This matter is now before the Court on the joint motion of Missouri and the United States to enter two consent decrees formulated in lengthy negotiations with two groups of the principal corporate defendants in this action, the Syntex defendants1 and the NEPACCO *561defendants.2 The consent decrees were lodged with the Court on July 24 and July 26, 1990.
